ARTICLE IV.  Committees

Section 1.

Standing committees, of such kind as the Board may deem desirable, shall be appointed by the President at the annual meeting.

Section 2.

Standing committees shall consist of two (2) or three (3) members of the elected Library Board.  Their term of office shall be one (1) year.  The President of the Board shall be an ex-officio member of all committees.

Section 3.

Special committees may be appointed by the President for the study of special problems, to serve until the final report of the work for which they were appointed has been made, or the committee discharged.

Section 4.

No committee shall have the power to make any commitments binding upon the Board unless specifically authorized by the board to do so, in which case such authority shall be made a part of the minutes of the meeting of the Board.
